Southern Pool Designs designs and builds custom pools on the barrier island in Melbourne Beach, Indialantic, and the unincorporated South Beaches, for homes facing either the Atlantic or the Indian River Lagoon. Our team works out of our Cocoa Beach office and handles design, engineering coordination, state and local permits, and construction. Island projects typically land in our Signature tier ($175,000 to $325,000) and Monument tier ($325,000 to $1,000,000+). Every project starts in our custom pool design studio, where you see the full design in 3D and know the cost before we break ground.

Melbourne Beach Pool Builder for Oceanfront and Riverfront Homes

Building High-End Pools in Florida Since 1997

One Island, Two Very Different Lots

The barrier island here runs about 40 miles from Cape Canaveral to Sebastian Inlet, and it is narrow. Indialantic is roughly one square mile, with State Road A1A along the ocean side and Riverside Drive along the lagoon. Melbourne Beach sits just to the south. Within a few blocks you can be on a dune facing open ocean or on a seawall facing the lagoon, and the pool that suits one lot rarely suits the other.

Atlantic side

Oceanfront lots bring the most rules. Many sit partly or fully seaward of the state’s Coastal Construction Control Line (CCCL), back up to the dune, and face a turtle nesting beach. Design starts with where the pool is allowed to go, not where the view is best.

Indian River Lagoon side

Riverfront lots are outside the CCCL program, which applies to sandy beaches on the open coast. The questions here are different: seawall condition and setbacks, flood zone elevation, a high water table during excavation, and keeping construction runoff out of the lagoon. Island lagoon lots face west, so sunset orientation and evening lighting matter.

Who Issues Your Permit on the Island

The building permit comes from whichever government your address falls under, and the island is split among several:

  • Town of Melbourne Beach: its own Building Official at Town Hall, 507 Ocean Avenue, who also administers the town’s flood control, coastal construction, and coastal setback rules.
  • Town of Indialantic: its own Building Department, which processes building permits and inspections under town ordinances and the Florida Building Code.
  • Unincorporated Brevard County: the beach neighborhoods south of Melbourne Beach (such as Melbourne Shores and Floridana Beach) and some areas north of Indialantic that share its 32903 ZIP code are permitted by the Brevard County Building Code Division.
  • Indian Harbour Beach and Satellite Beach: just north, each city runs its own building department.

A mailing address does not always tell you the jurisdiction, so we confirm it from the parcel record before design. Submittal rules differ. For example, the Town of Melbourne Beach requires pool contractors to sign an affidavit that all drainage stays on the property during construction, using barrels, with nothing reaching the street, storm drains, the lagoon, or the ocean.

The South Beaches Area of Critical State Concern

In 2023 the Legislature designated unincorporated Brevard from south of the Town of Melbourne Beach to Sebastian Inlet as an Area of Critical State Concern (HB 1489). The county has been writing comprehensive plan policies and land development regulations for this area, covering sea turtle habitat, a ban on new shoreline hardening, lagoon water quality, and dune protection. If your lot is in this stretch, we check the current county rules before we lock the design.

Oceanfront Lots: CCCL Permits, Dunes, and Turtles

Construction or excavation seaward of the CCCL needs a permit from the Florida Department of Environmental Protection (FDEP) in addition to the local building permit. FDEP classifies a swimming pool as a nonhabitable major structure and reviews where it sits relative to the dune, how much sand is dug out, and whether the pool could damage the beach or nearby structures if it failed in a storm. Our guide to building a beach pool covers general coastal design; the island-specific points are below.

  • Nesting beach: The Archie Carr National Wildlife Refuge covers 20.5 miles of shoreline from Melbourne Beach to Wabasso Beach. The U.S. Fish and Wildlife Service calls it the most significant area for loggerhead nesting in the world. Expect turtle protection to be part of every oceanfront review.
  • Lighting ordinances: Brevard County, Melbourne Beach, Indialantic, Satellite Beach, and Indian Harbour Beach each have their own sea turtle lighting ordinance. Melbourne Beach’s is in effect May 1 to October 31 and requires lights visible from the beach to be covered, blocked, moved, or turned off after 9 p.m. We design pool, deck, and landscape lighting to the amber, low-mounted, fully shielded standard from the start.
  • Dune vegetation: Florida law makes it unlawful to cut or remove sea oats, and protects sea grapes. Pool layouts, fences, and access paths have to work around existing dune plants.

Building on Island Sand, Salt, and Wind

Island soils are typically loose sand with groundwater close to the surface, especially near the lagoon. We plan for dewatering during excavation, hydrostatic relief in the shell, and compaction testing under decks. On oceanfront lots, FDEP also limits net excavation of beach sand seaward of the CCCL, and excavated sand has to stay on site. That can push the design toward a shallower pool or a raised pool and deck.

Wind design follows the Florida Building Code. Screen enclosures, pergolas, and shade structures are engineered for the site’s wind exposure. Exposure D applies to sites with a long stretch of open water upwind, and both ocean and lagoon lots can meet that test. Salt spray is constant on the island, so we specify corrosion-resistant hardware, shield and raise equipment, and pick finishes that hold up to salt and sun.

Design Ideas That Fit the Island

  • Raised oceanfront pools: Setting the pool and deck above grade cuts excavation, often eases CCCL review, and opens the view over the dune. See our infinity edge pools for vanishing edges facing the Atlantic.
  • Lagoon-side sunset pools: West-facing sun shelves, raised spas, and fire features for evening use, lit low and warm.
  • Perimeter overflow spas: A champagne spa with perimeter overflow works well as an elevated focal point on a compact deck.
  • Full rebuilds: If an existing pool no longer fits the house, our rip and replace service removes it and builds new under current code.

Selected Projects From Our Portfolio

What a Melbourne Beach or Indialantic Pool Costs

Our pricing follows three published tiers:

  • Foundation: $120,000 to $175,000
  • Signature: $175,000 to $325,000, our most-built tier
  • Monument: $325,000 to $1,000,000+

Island projects typically land in our Signature and Monument tiers. Oceanfront lots carry extra engineering, survey, and CCCL permitting work, and raised or vanishing edge designs add structure. Replacing an existing pool adds $8,000 to $20,000 for demolition. See our pricing page for what each tier includes.

How We Run an Island Project

  • Welcome call: We confirm your address, jurisdiction, and whether the lot is seaward of the CCCL, then talk goals and budget.
  • On-site design consultation: We walk the lot, the dune or seawall, sun and wind exposure, and access for equipment on a tight island street.
  • The Signature Experience: 3D design, then engineering, the state CCCL permit where required, the local building permit, construction under a dedicated project manager, and a final walkthrough. You see progress in real time.

Melbourne Beach Pool FAQ

Do I need a state permit to build a pool on an oceanfront lot in Melbourne Beach?

If any of the pool or related construction is seaward of the Coastal Construction Control Line, yes. FDEP issues CCCL permits separately from the town or county building permit, and it requires written evidence from the local government that the project meets local setback and zoning rules. We check the line against your survey at the start, because it drives where the pool can go.

Is a riverfront lot in Indialantic subject to the CCCL?

No. The CCCL program covers sandy beaches on the open coast, so lots on the Indian River Lagoon side are outside it. Riverfront projects still need the Town of Indialantic building permit and must meet flood zone requirements, and we plan around the seawall, groundwater, and runoff into the lagoon.

Can I have pool lights on a beachfront home?

Yes, but they must follow your local sea turtle lighting ordinance. In practice that means long wavelength amber light, fixtures mounted low and fully shielded, and no light visible from the beach during nesting season. We design pool, step, and landscape lighting to that standard from the beginning instead of retrofitting it after an inspection.

Does Southern Pool Designs have an office in Melbourne?

No. Our nearest office is in Cocoa Beach at 1980 N Atlantic Ave, Suite 230-21, and that team serves Melbourne Beach, Indialantic, and the South Beaches. Every project gets a dedicated project manager and real-time tracking, and we meet you on site for design and at major milestones.

How long does an oceanfront pool take on the island?

It depends on permits more than construction. A lot that needs a CCCL permit adds a state review on top of the local permit, and FDEP has up to 90 days to act once an application is complete. Our custom pool timeline guide covers the full sequence. We give you a project-specific schedule after the site visit.
