Southern Pool Designs designs and builds custom pools in Vero Beach and across Indian River County, from oceanfront and lagoon-front estates on the barrier island to golf and riverfront homes on the mainland. We design in 3D and handle engineering coordination, state coastal permitting, local permits and construction, and most Vero Beach projects land in our Signature tier ($175,000 to $325,000) or Monument tier ($325,000 to $1,000,000+). Every project starts in our custom pool design studio, where you see the full design in 3D and know the cost before we break ground.
Vero Beach Pool Builder for Barrier Island and Riverfront Estates
Building High-Quality Pools in Florida Since 1997
Building on Vero Beach’s Barrier Island
Most of Vero Beach’s estate homes sit on the barrier island between the Atlantic Ocean and the Indian River Lagoon. A pool there is designed around the beach, the weather and the rules that protect both:
- The Coastal Construction Control Line. On beachfront lots, construction seaward of the CCCL needs a permit from the Florida Department of Environmental Protection under Chapter 161, Florida Statutes, in addition to the local building permit. The state treats a pool as a nonhabitable major structure, so we locate the line on a current survey before design, because it often decides where the pool and deck can go.
- Sea turtle lighting. Indian River County, the City of Vero Beach, Indian River Shores and Orchid all have sea turtle lighting ordinances. We plan pool, deck and landscape lighting on the ocean side to meet the rules for your parcel, and set the automation schedule to match.
- Flood zones and elevation. Many island and riverfront lots sit in a flood zone, so we set the pool deck, equipment pad and electrical to the elevations the permit calls for.
- Salt air and wind. Coping, finishes, fasteners, furniture anchors and equipment are chosen for salt exposure, and oceanfront layouts are planned for wind on the open side.

Who Permits Your Vero Beach Pool
A Vero Beach mailing address does not tell you who reviews the pool. The barrier island and the mainland are split among several local governments:
- City of Vero Beach for homes inside city limits, on the island and the mainland.
- Town of Indian River Shores, north of the city on the island, which runs its own building department and requires town contractor licensing.
- Town of Orchid, farther north on the island.
- Unincorporated Indian River County, where the county Building Division issues the permit.
We confirm jurisdiction from the parcel record before design, so the plans, engineering and any community submittal are prepared for the right reviewer.
Club Communities and Architectural Review
Much of Vero’s luxury housing is in private club communities, such as John’s Island with three golf courses on about 1,650 acres, Orchid Island Golf and Beach Club, The Moorings between the lagoon and the ocean, and Grand Harbor on the Indian River. Communities like these typically have their own architectural review. We prepare renderings, site plans and finish selections for that submittal and run it alongside the permit.
Pools on the Indian River Lagoon
Lagoon-front homes trade the surf for calm water, docks and sunsets. Barrier island homes on the lagoon side face west toward the sunset, while mainland riverfront homes face east toward the sunrise and the island.
- Seawall and dock. A pool near a seawall needs engineering that accounts for the wall, and the layout should keep a clear path to the dock.
- The view line. We set the pool and spa elevation so the water lines up with the lagoon from the main living spaces.
Design Ideas for Vero Beach Homes
- Raised oceanfront pools set landward of the dune, with a vanishing edge toward the horizon. See our infinity edge pools.
- Lagoon-side pool and spa oriented for the sunset, with a raised spa as the focal point. See our champagne spas with perimeter overflow.
- Shaded loggias and outdoor kitchens that keep the pool usable through the summer.
- Turtle-friendly lighting and automation that runs lighting scenes on a schedule. See pool automation.
- Full rebuilds of older island pools. Our rip and replace service removes the old shell and builds new under current code.
Working in Vero Beach From Central Florida
Vero Beach is about 70 miles south of our Merritt Island office and under two hours from our Sanford design studio. Every project gets a dedicated project manager and real-time project tracking, and we schedule site visits and milestone meetings in advance so distance never slows down decisions on your job.
Vero Beach Pool Cost
Our published tiers:
- Foundation: $120,000 to $175,000
- Signature: $175,000 to $325,000, our most-built tier
- Monument: $325,000 to $1,000,000+
Most Vero Beach projects land in Signature or Monument. Coastal engineering, CCCL permitting, elevated decks, vanishing edges and full outdoor living programs move a project up the range. Replacing an existing pool adds $8,000 to $20,000 for demolition. Our pricing page shows what each tier includes.
Our Process for a Vero Beach Pool
1. Welcome call. We confirm which local government permits your parcel, whether it sits seaward of the CCCL or on the lagoon, and your goals and timing.
2. On-site design consultation. We walk the property, review the survey, locate the CCCL and flood elevations, and study the view from the house.
3. The Signature Experience. A paid design phase (here is why) produces your 3D design and coordinates engineering. We then handle state and local permits and any community review, build under a dedicated project manager with real-time updates, and close with a final walkthrough.
Vero Beach Pool Questions
Do I need a state CCCL permit for a pool in Vero Beach?
If any part of the pool, deck, walls or grading sits seaward of the Coastal Construction Control Line, plan on a Florida Department of Environmental Protection permit in addition to the local building permit. We locate the line on a current survey before design so the layout and the permit path are settled early.
Who issues pool permits in Vero Beach?
It depends on the parcel. The City of Vero Beach, the Town of Indian River Shores, the Town of Orchid and unincorporated Indian River County each permit pools within their limits. We confirm jurisdiction from the parcel record and prepare the package for the right office.
Are there lighting rules for oceanfront pools?
Yes. Indian River County, the City of Vero Beach, Indian River Shores and Orchid all have sea turtle lighting ordinances. We design pool, deck and landscape lighting on the ocean side to meet the rules for your parcel and schedule it through the automation system.
Do you build in John’s Island and other club communities?
We design and build for homes in private communities across Vero Beach. These communities typically have their own architectural review, and we prepare the renderings, site plans and finish selections for that submittal alongside the permit.
How much does a custom pool cost in Vero Beach?
Our Foundation tier runs $120,000 to $175,000, Signature $175,000 to $325,000 and Monument $325,000 to $1,000,000+. Most barrier island and riverfront projects land in Signature or Monument. You get a firm price after the design phase.
