Southern Pool Designs is a Dr. Phillips pool builder for homeowners who want a new custom pool or a complete rip-and-replace of an aging one, designed in 3D and permitted through Orange County by our own team. Most Dr. Phillips projects land in our Signature tier ($175,000 to $325,000) or Monument tier ($325,000 to $1,000,000+), and removing an existing pool adds $8,000 to $20,000 for demolition. Every project starts in our custom pool design studio, where you see the full design in 3D and know the cost before we break ground.
Dr. Phillips Pool Builder for Lakefront Estates and Full Rebuilds
Building High-End Pools in Florida Since 1997
What Makes a Dr. Phillips Pool Project Different
Dr. Phillips is not a city. It is a census-designated place in unincorporated Orange County, named for citrus grower Dr. Philip Phillips, whose groves once covered the land where Bay Hill, Orange Tree and Sand Lake Hills sit today. That history means established lots, big trees, older homes, and a permit path through the county instead of a city hall.
Orange County handles your permit
With no municipal building department, pool permits for Dr. Phillips addresses go through Orange County. For an in-ground pool and spa, the county asks for construction plans from a Florida-licensed engineer or registered architect, a dimensioned layout with depths, a site plan or survey, a lot grading and drainage plan, ANSI/APSP 7 and 15 information, and a signed Swimming Pool Safety Affirmation. Disappearing edges, slopes and water features can require added engineering, and a retaining wall needs its own signed and sealed engineering. We assemble that package in-house, then carry the job through every inspection to the county’s final, which is what closes the permit.
Two lake systems with different rules of thumb
Most Dr. Phillips waterfront sits on the Sand Lake chain, led by Big Sand Lake and Little Sand Lake, with smaller water such as Lake Marsha nearby. Bay Hill, on the northwest side, fronts Lake Tibet-Butler on the Butler Chain of Lakes, which in 1985 became the first lake system in Florida designated an Outstanding Florida Water. Our Bay Hill pool builder page covers that community on its own.
On any lakefront lot, Orange County measures pool and deck setbacks from the lake’s Normal High Water Elevation (NHWE), and the required distance depends on zoning. A 2026 county variance notice for a residential R-1AA lot, for example, cited a 35-foot requirement for a pool and deck. Building closer means a public variance hearing, so we locate the NHWE line on the survey before we draw a single deck edge.
Big Sand Lake adds another consideration. Residents have dealt with high water there for years, and after a drainage outfall project was completed in 2024, the Big Sand Lake Advisory Board was still raising level concerns in 2025. On those lots we study deck elevation, equipment pad placement and storm runoff before committing to a layout.
Mature lots and pools at the end of their life
Much of Dr. Phillips was platted by the late 1980s, and a large share of homes date from the 1980s through the 2000s, many in a Mediterranean style under oak canopies that are decades old. That adds up to original pools with failing shells and outdated plumbing, screen enclosures that no longer suit how families use the yard, and narrow side yards for equipment access. A full rip-and-replace rebuild lets us reset the shape, depth, elevation, plumbing and equipment from scratch rather than patching an old structure. We plan access routes and excavation lines around the root zones of trees worth keeping and coordinate with your arborist when one is on the job.
Dr. Phillips Neighborhoods and What They Ask of a Pool
- Vizcaya: a 24-hour guard-gated, Mediterranean-style community on about 85 acres along Big Sand Lake and Little Sand Lake. Gated HOA communities like this one typically review exterior changes, so we plan the HOA submittal alongside the county permit.
- Phillips Landing: gated lakefront estates, where the pool’s elevation and the sight lines from the house to the water drive the design.
- Sand Lake Hills: an older, ungated area of custom homes with no HOA, which means no architectural review board, though county zoning and setbacks still apply.
- Orange Tree: a guard-gated golf community where backyards face fairways and privacy planting and lighting control matter as much as the water.
- Bay Hill: golf and Butler Chain estates, including newer gated enclaves with custom homes still being built, where the pool is best designed alongside the house.
Design Ideas That Suit Dr. Phillips Homes
- A lake-facing vanishing edge set at the right height relative to the NHWE so the water lines up with the lake instead of fighting it. See how we engineer infinity edge pools.
- A raised spa with perimeter overflow beside the loggia, sheeting water into the pool. Our champagne spa page shows the detail.
- Clean geometric lines for owners updating a Mediterranean home to a more modern look, with large-format coping and a knife-edge or perimeter overflow detail.
- A sun shelf or beach entry sized for in-water loungers.
- Fire features and layered LED lighting for evening use under the tree canopy.
- Smart automation to heat the spa and run lighting from a phone while you travel.
What a Dr. Phillips Pool Costs
Every price comes from a site-specific design, but our published tiers set realistic expectations:
- Foundation: $120,000 to $175,000
- Signature: $175,000 to $325,000, our most-built tier
- Monument: $325,000 to $1,000,000+
Projects in Dr. Phillips gated and lakefront communities typically land in our Signature and Monument tiers. The biggest cost drivers here are demolition of an existing pool ($8,000 to $20,000), lakefront engineering and elevation work, retaining walls, tight equipment access on established lots, and HOA-required finishes. Our pricing page breaks down what each tier includes.
How a Dr. Phillips Project Runs
1. Welcome call. We confirm the parcel is in unincorporated Orange County, whether it fronts a lake, which HOA (if any) reviews plans, and whether an existing pool comes out first.
2. On-site design consultation. We walk the lot with you, review the survey and NHWE line, and note the trees and access points that will shape construction.
3. The Signature Experience. A paid design phase produces your custom 3D design. Here is why we charge a design fee. We then coordinate engineering, submit to the HOA and Orange County, and build under a dedicated project manager with real-time tracking, ending with a final walkthrough.
Dr. Phillips Pool Questions
Who issues pool permits in Dr. Phillips?
Orange County. Dr. Phillips is an unincorporated census-designated place, so there is no city building department. The county reviews engineered plans, the site plan, a lot grading and drainage plan and a pool safety affirmation, then inspects the work through a final inspection. As a Florida Certified Pool Contractor (CPC1461548), we prepare the package and pull the permit for you.
How close to the lake can my pool be?
Orange County measures from the lake’s Normal High Water Elevation, and the distance depends on your zoning district. One 2026 county notice for an R-1AA lot cited 35 feet for a pool and deck. Sitting closer requires a variance hearing, so we confirm the line from your survey before design.
Should I renovate my old pool or replace it?
We only build new pools and full rip-and-replace rebuilds, not resurfacing or repairs. For many Dr. Phillips pools built in the 1980s and 1990s, a rebuild makes sense when you want a new shape, depth, spa or edge detail, or when plumbing and equipment are worn out. Demolition adds $8,000 to $20,000 on top of the new pool.
Do I need HOA approval as well as a county permit?
In gated communities with architectural review, plan on HOA approval in addition to the Orange County permit. Ungated areas like Sand Lake Hills have no HOA, though county setbacks still apply. We build the HOA submittal from the same 3D design and engineering used for the permit, so the two stay consistent.
Can you build the pool while our new home is under construction?
Yes. We work with custom home builders and architects on new homes and coordinate plumbing, electrical, gas, elevations and door alarms with the house schedule. Read how we approach collaboration with home builders.
