New Smyrna Beach Pool Builder for Oceanfront and Riverfront Homes

Southern Pool Designs is a New Smyrna Beach pool builder for oceanfront homes on the beachside, riverfront lots on the Indian River, and established properties on the mainland. Our Sanford headquarters and design studio manages each project from 3D design through flood zone engineering, permitting and construction. New Smyrna Beach projects typically land in our Signature tier ($175,000 to $325,000) and Monument tier ($325,000 and up).

City of New Smyrna Beach or Volusia County

New Smyrna Beach covers both sides of the Indian River. Downtown and the Canal Street district sit on the mainland, and the beachside, the former Coronado Beach that the city annexed in 1947, sits on the barrier island across the North and South Causeways. Inside city limits, the City of New Smyrna Beach Building Department issues the pool permit.

South of the city, past Silver Sands, Bethune Beach is a different story. It is an unincorporated Volusia County community between the Atlantic and the Indian River, ending at the northern boundary of Canaveral National Seashore. Pools there are permitted by Volusia County, not the city. Homes in both places can carry a New Smyrna Beach mailing address, so we confirm jurisdiction from the parcel record before design begins.

City rules that shape the design

  • Lot coverage. The city caps impervious lot coverage by zoning district, 60 percent in most, and pools count toward it along with the house, decks and driveways.
  • Historic districts. The city has two districts on the National Register of Historic Places: the New Smyrna Beach Historic District on the mainland and the Coronado Historic District on the beachside. If your home is in either, we check whether exterior work needs a Certificate of Appropriateness before we submit for the permit.
  • Pool safety. The contractor and owner sign a pool barrier affirmation choosing a compliant option under Florida law, such as a screen enclosure, fence or mesh barrier. The pool cannot be filled until the barrier passes inspection.

Flood Zones on the Beachside and the River

In New Smyrna Beach, the special flood hazard zones are A, AE and VE, and much of the waterfront falls in one of them. Flood zone affects pool design more than most owners expect:

  • Coastal zones. In Zone V and Coastal A zones, Florida’s floodplain guidance requires a pool to be designed to stay in the ground during the design flood, or to be elevated or built to break away without damaging the house.
  • Raised pools are obstructions. Under that same guidance, a pool with any portion above grade is treated as an obstruction to floodwater, and placing fill around it does not change that, because fill is expected to wash away. The vertical wall that forms a vanishing edge is treated the same way in V and Coastal A zones.
  • Equipment. Pool equipment may sit below the base flood elevation if it is raised as far as practical, anchored, and on ground-fault protected circuits. Pool chemicals should be stored above flood level.

We confirm your flood zone on the first visit and bring the engineer in early, so a raised spa or vanishing edge is documented correctly the first time.

Oceanfront Pools on the Beachside

New Smyrna Beach and Bethune Beach front the Atlantic between Ponce de Leon Inlet and Canaveral National Seashore. Oceanfront lots fall under Florida’s Coastal Construction Control Line (CCCL) program, and pool work seaward of the line needs a Florida Department of Environmental Protection permit in addition to the city or county permit. The state’s general permit for single-family pools requires the pool to sit landward of the 30-year erosion projection and either above grade or with its bottom no more than two feet below grade. Excavated sand must stay on site, seaward of the line.

On an oceanfront lot in a V zone, the state limits and the flood rules apply at the same time, so coastal engineering starts with the first concept. Our guide to building a beach pool covers materials and upkeep in salt air.

Sea turtle lighting

Volusia County’s sea turtle lighting rules cover the coast from the Flagler County line to the Brevard County line, and cities that have adopted equivalent standards apply their own. The nesting season runs May 1 through October 31. Light from the property cannot be visible from the beach or illuminate it, new fixtures must be shielded so the source cannot be seen from the beach, and decorative or recreational lights must be shielded or turned off during the season. We design the lighting for your parcel and set the automation to follow the season.

Riverfront Lots on the Indian River

The Indian River, part of the Intracoastal Waterway, separates the mainland from the beachside, and riverfront homes on both banks look across it. Farther south, Mosquito Lagoon lies within Canaveral National Seashore, protected federal land that keeps the view south of Bethune Beach undeveloped.

  • Seawall and dock. A pool near the seawall needs engineering that accounts for the wall, and the layout should keep a clear path to the dock.
  • Orientation. Beachside riverfront homes face west for sunsets over the river; mainland riverfront homes face east toward the sunrise and the barrier island.

Design Ideas for New Smyrna Beach

  • Dune-side pool and spa: a pool engineered for its flood zone and CCCL limits, with glass railing and season-ready amber lighting.
  • Riverfront sunset pool: a long pool with a spa on the river end, aimed west across the Indian River.
  • Compact beachside courtyard: a knife edge pool and spa sized to fit the lot coverage limit, with a sun shelf and fire feature.

What a Custom Pool in New Smyrna Beach Costs

  • Foundation: $120,000 to $175,000
  • Signature: $175,000 to $325,000, our most-built tier
  • Monument: $325,000 to $1,000,000+

Mainland and riverfront pools with a spa and full deck often fall in Signature. Oceanfront pools in coastal flood zones, with added engineering and a state permit, usually move into Monument. Replacing an existing pool adds $8,000 to $20,000 for demolition. We build new pools and complete rip and replace rebuilds only, never resurfacing or repairs.

How We Run a New Smyrna Beach Project

  • Welcome call. We cover the property, whether it is a full-time or second home, and your budget band.
  • On-site design consultation. We walk the lot, confirm city or county jurisdiction, flood zone, CCCL location, lot coverage and any historic district review.
  • The Signature Experience. A paid design phase produces your 3D design, followed by engineering, state and local permits, and construction under a dedicated project manager with real-time tracking and a final walkthrough.

New Smyrna Beach Pool FAQs

Is Bethune Beach part of New Smyrna Beach?

No. Bethune Beach is an unincorporated Volusia County community south of the city, past Silver Sands, at the northern edge of Canaveral National Seashore. Pool permits there come from Volusia County, not the City of New Smyrna Beach.

Can I build an infinity edge pool in a flood zone?

Often, yes, with the right engineering. In V and Coastal A zones, Florida floodplain guidance treats the wall that forms the vanishing edge as an obstruction, so it must be designed and documented to meet flood requirements. We involve the engineer during design so the edge is approved as drawn.

Does my pool count toward lot coverage in New Smyrna Beach?

Yes. The city counts pools as impervious surface along with the house, decks and paving, and most zoning districts allow up to 60 percent coverage. We measure your existing coverage before sizing the pool and deck.

What permits does an oceanfront pool need?

Usually two: the city or Volusia County building permit, and a Florida Department of Environmental Protection CCCL permit for work seaward of the control line. Sea turtle lighting rules then govern how the pool area is lit from May 1 through October 31.

How much does a pool cost in New Smyrna Beach?

Most projects land in our Signature tier ($175,000 to $325,000) or Monument tier ($325,000 and up). Oceanfront builds in coastal flood zones tend toward Monument. Rip and replace projects add $8,000 to $20,000 for demolition.

Our recent work in New Smyrna Beach

We share the area and budget range only, never client names or addresses.

  • New Smyrna Beach: Custom pool for a new custom home ($200K to $225K). Pool built, finishing alongside the home.

Inside city limits, pools are permitted through the City of New Smyrna Beach; outside them, through Volusia County. Beachside lots seaward of Florida’s Coastal Construction Control Line also need a state CCCL permit from the Florida Department of Environmental Protection. We handle the engineering and permitting for all three.
