Southern Pool Designs designs and builds custom pools across Ormond Beach, from oceanfront homes on A1A and riverfront lots on the Halifax River to gated golf communities on the mainland. Our Sanford headquarters and design studio manages every project, including coastal permits and the local building permit. Ormond Beach projects typically land in our Signature tier ($175,000 to $325,000) and Monument tier ($325,000 and up). Every project starts in our custom pool design studio, where you see the full design in 3D and know the cost before we break ground.
Ormond Beach Pool Builder for Oceanfront, Riverfront and Golf Homes
Building High-End Pools in Florida Since 1997
Three Jurisdictions Share the Ormond Beach Name
An Ormond Beach mailing address can sit under three different permitting authorities, and that is the first thing we sort out on any project here.
- City of Ormond Beach. Lots inside city limits, on the beachside and the mainland, are permitted by the city’s Building Department.
- Unincorporated Volusia County. Ormond-by-the-Sea is not part of the city. It is an unincorporated community that runs from the city’s northern edge up to the Flagler County line, between the Atlantic and the Halifax River. Pools there are permitted by Volusia County.
- Two counties at Plantation Bay. Plantation Bay, a gated golf community, straddles the Volusia and Flagler county line. Homes on each side carry different tax rates and different associations, so the permit path depends on which side your lot sits.
We confirm the parcel’s jurisdiction and any association review requirements before design begins, so drawings are prepared for the right reviewers from the start.
Oceanfront Pools on A1A
Oceanfront lots in Ormond Beach and Ormond-by-the-Sea fall within Florida’s Coastal Construction Control Line (CCCL) program. If any part of the pool, deck or site work lands seaward of the line, the project needs a permit from the Florida Department of Environmental Protection on top of the local building permit. That state review shapes the design more than most owners expect.
Under the state’s general permit criteria for pools at single-family homes seaward of the CCCL, the pool must sit landward of the 30-year erosion projection, and it must be built either fully above existing grade or with its bottom no more than two feet below grade. Sandy soil dug out for the pool cannot be hauled off site; it has to stay seaward of the line, under the deck and around the pool. That often means a partly or fully raised pool, with deck elevation, steps and views from the house designed around the requirement.
We plan for these rules from the first sketch rather than discovering them during permitting. Our article on building a beach pool covers materials and maintenance in salt air.
Sea turtle lighting
Volusia County’s sea turtle lighting regulations apply from May 1 through October 31, sunset to sunrise, and require lights to be shielded so they cannot be seen from the beach. For oceanfront pools we plan underwater, deck and landscape lighting so it can be shielded, aimed away from the dune or switched off during nesting season, and we program the automation to match. We confirm the specific lighting rules that apply to your parcel during design.
Riverfront Lots on the Halifax River
The Halifax River runs between the beachside and the mainland, and riverfront streets such as John Anderson Drive, which passes through both the city and Ormond-by-the-Sea, include homes with docks, boat lifts and pools facing the water. On the beachside, riverfront backyards face west across the river toward the sunset.
Riverfront pools bring a different set of questions than oceanfront ones:
- Seawalls and docks. A pool set close to an existing seawall needs engineering that accounts for the wall, and the design has to leave clear access to the dock.
- Flood zone and equipment. We place equipment pads and electrical with your flood zone and elevation in mind.
- Views both ways. A vanishing edge facing the river works beautifully, but neighbors and boaters see the pool too, so we design the river side to look finished.
Mainland Golf and Gated Communities
West of the river, Ormond Beach’s established neighborhoods include The Trails, Breakaway Trails and Ormond Lakes, and Plantation Bay adds a gated golf setting. Where an association reviews exterior work, we prepare that submittal along with the permit. The design focus shifts to privacy, outdoor entertaining and making a modest backyard feel larger, often with a raised spa with perimeter overflow, a sun shelf, fire features and integrated lighting.
Recent work in and near Ormond Beach: a custom pool in Ormond Beach in the $525K to $550K range, with the gunite shell completed in October 2026; a $275K to $300K pool under contract in Ponce Inlet; and a $225K to $250K custom pool in Flagler Beach. We share the area and budget range only, never client names or addresses.
Design Ideas That Fit Ormond Beach
- Raised oceanfront pool: an elevated shell with a glass or stone edge facing the dunes, designed around the CCCL grade limits.
- Riverfront sunset pool: a west-facing vanishing edge and a spa positioned for evening views across the Halifax.
- Courtyard pool for mainland lots: a clean geometric pool with a knife edge, a champagne spa and LED lighting.
- Family layout: beach entry, sun shelf and a grotto or water feature for homes with kids and grandkids.
What a Custom Pool in Ormond Beach Costs
Our published tiers:
- Foundation: $120,000 to $175,000
- Signature: $175,000 to $325,000, our most-built tier
- Monument: $325,000 to $1,000,000+
Mainland pools with a spa and full deck commonly fall in Signature. Oceanfront pools, with raised construction, coastal engineering and state permitting, and riverfront pools with vanishing edges often move into Monument. Replacing an existing pool adds $8,000 to $20,000 for demolition. We only do complete rip and replace rebuilds, never resurfacing or patch repairs.
How We Run an Ormond Beach Project
- Welcome call. We learn about the property, whether it is oceanfront, riverfront or mainland, and your goals and budget band.
- On-site design consultation. We visit the lot, review the survey, locate the CCCL if it applies, and confirm whether the city, Volusia County or Flagler County will issue the building permit.
- The Signature Experience. We create your custom 3D design, coordinate engineering, prepare the association, state and local permit submittals, and build under a dedicated project manager with real-time tracking, finishing with a walkthrough.
Ormond Beach Pool FAQs
Can I build a pool on an oceanfront lot in Ormond Beach?
Often, yes, but oceanfront pools seaward of the Coastal Construction Control Line need a permit from the Florida Department of Environmental Protection as well as the local permit. State criteria limit how deep the pool can sit below grade and require excavated sand to stay on site, so many oceanfront pools are partly or fully raised.
Is Ormond-by-the-Sea part of the City of Ormond Beach?
No. Ormond-by-the-Sea is an unincorporated community in Volusia County, running north from the city to the Flagler County line between the ocean and the Halifax River. Pool permits there come from Volusia County, not the city. We confirm jurisdiction for every parcel before design starts.
Which county permits a pool in Plantation Bay?
It depends on the lot. Plantation Bay straddles the Volusia and Flagler county line, with different associations on each side. We check your parcel records, then prepare the association submittal and the permit package for the correct county.
Do sea turtle lighting rules affect my pool lighting?
For oceanfront homes, yes. Volusia County’s sea turtle lighting regulations run May 1 through October 31, sunset to sunrise, and require lighting to be shielded so it is not visible from the beach. We design pool and landscape lighting that can be shielded or switched off and set automation schedules to match.
How much does a custom pool cost in Ormond Beach?
Most Ormond Beach projects fall in our Signature tier ($175,000 to $325,000) or Monument tier ($325,000 and up). Oceanfront and riverfront pools tend toward the higher end because of coastal engineering, permitting and edge details. Rip and replace projects add $8,000 to $20,000 for demolition.
