City of Apopka or Orange County: Who Permits Your Pool
Inside city limits, the City of Apopka Building Division issues pool permits through the city’s online permitting portal. Homes outside the city, including much of Zellwood and Plymouth, are in unincorporated Orange County, where the Division of Building Safety issues the permit. We confirm jurisdiction from the parcel record before design starts. Every project starts in our custom pool design studio, where you see the full design in 3D and know the cost before we break ground.
Unincorporated Orange County
The county’s residential pool permit asks for a survey or site plan, a lot grading and drainage plan, and a site-specific swimming pool safety affirmation, and the job closes with a final inspection. On lakefront lots, Orange County measures setbacks from the normal high water elevation (NHWE), and under Section 38-1501 of the county code a pool and deck take the setback of the lot’s zoning district. We put the water line on a current survey before the 3D layout is drawn.
Lake Apopka and the Wekiva
Apopka sits between two of the most significant water resources in Central Florida. To the south is Lake Apopka, about 30,800 acres and one of the largest lakes in the state, whose North Shore has been restored by the St. Johns River Water Management District from former muck farms into nearly 20,000 acres of marsh and wildlife habitat. To the east and north are the springs that feed the Wekiva River, including Wekiwa Springs State Park and Rock Springs at Kelly Park, which flows at a constant 68 degrees.
Parts of the Apopka area fall inside the Wekiva Study Area, where state and local rules add protections for the springshed, and whether a parcel is inside it is checked lot by lot. On every Apopka project we keep construction runoff, pool fill water, and drain-down water controlled on site, and we send deck drainage to swales or on-site retention instead of toward lakes, wetlands, or the street.
Neighborhoods and Acreage
Known as the Indoor Foliage Capital of the World, Apopka was incorporated in 1882 and has grown into one of the largest cities in Orange County. We build throughout the area, from established neighborhoods near downtown and the Rock Springs area to larger properties toward Zellwood and Plymouth. Most Apopka subdivisions have a homeowners association that requires architectural review, and we prepare the renderings, site plan, and finish selections for that submittal. On acreage, we plan the pool around the well and septic system, equipment access, and long-term views of the property.

Apopka Pool FAQs
Do I get my pool permit from the City of Apopka or Orange County?
It depends on your parcel. Inside city limits, the City of Apopka Building Division permits pools. Homes in unincorporated areas such as Zellwood and Plymouth are permitted by Orange County. We confirm jurisdiction from the parcel record and prepare the permit package either way.
How close to a lake can I build a pool in unincorporated Orange County?
Orange County measures the setback from the normal high water elevation, and the distance follows the zoning district of your lot. We confirm the line on a current survey before design so the layout works the first time.
Does the Wekiva affect my pool project?
Parts of the Apopka area are inside the Wekiva Study Area, which adds protections for the springshed. Whether your lot is inside it is checked parcel by parcel. Either way, we keep runoff and pool water controlled on site throughout construction.
How much does a custom pool cost in Apopka?
Our tiers start at $120,000, and most Apopka projects fall between $120,000 and $325,000 depending on size, features, and site conditions. Replacing an existing pool adds $8,000 to $20,000 for demolition. We give you a firm price after the design phase.
