Southern Pool Designs is an Oakland FL pool builder for new custom pools and complete rip-and-replace rebuilds, with 3D design, engineering coordination and permitting handled by our own team. Most Oakland-area projects land in our Signature tier ($175,000 to $325,000) or Monument tier ($325,000 to $1,000,000+), and removing an existing pool adds $8,000 to $20,000. Every project starts in our custom pool design studio, where you see the full design in 3D and know the cost before we break ground.

Oakland FL Pool Builder for Lake Apopka, Johns Lake and New Homes

Building High-End Pools in Florida Since 1997

How the Town of Oakland Permits a Pool

Oakland, incorporated in 1887 and home to 3,516 residents at the 2020 census, does not run a traditional in-house building department. The Town contracts Willdan Engineering to serve as its Building and Permit Department. Applications are submitted electronically and reviewed under the 8th Edition (2023) Florida Building Code, inspections are requested by email, and the notice of commencement is recorded with Orange County. The Town’s packet also includes its own pool safety form. We prepare and submit the complete package.

The Town’s pool and deck rules

Oakland’s Land Development Code allows pools in any residential zone with the water’s edge at least 10 feet from the rear and side lot lines, and never in a required front yard or an easement. The pool needs a security fence at least 5 feet tall or a screen enclosure, and an enclosure cannot sit forward of the front building line or inside a required setback. Pool aprons and decks no more than 5 feet above grade may extend into rear and side setbacks if they stay at least 5 feet from the property line and out of easements. Pools and patios also count as impervious surface.

Oaks are protected here

Oakland grew up in an oak grove, and its code protects trees with a trunk of at least 6 inches in diameter and a height of 15 feet, other than palms and nuisance species. Removal requires a Town permit, specimen trees can come out only under specific conditions, and the Town can set root protection zones during construction. We map significant trees early and fit the pool, deck and equipment access around them.

Not every Oakland address is in the Town

Several Johns Lake communities use Oakland mailing addresses but are listed as Winter Garden neighborhoods, and Oakland Park straddles both municipalities. Depending on the parcel, your permit may come from the Town, the City of Winter Garden or Orange County, so we confirm jurisdiction before design. On the Winter Garden side, see our Winter Garden pool builder page.

Building Between Lake Apopka and Johns Lake

Oakland sits on a ridge between two lakes. An 1890s description published by the Town placed it about 50 feet above Lake Apopka to the north and about 40 feet above Johns Lake to the south. Lots that fall toward the water can call for retaining walls, stepped decks and careful drainage, and suit a vanishing edge.

Lake Apopka

Lake Apopka, at about 30,800 acres, is the fourth largest lake in Florida. The Town’s code asks lakefront planned developments for a 50-foot upland buffer from the normal high water elevation, with a protective berm on lakefront lots following Friends of Lake Apopka guidelines. Fences beside a lake or wetland must sit 5 feet back from the ordinary high water elevation and cannot exceed 4 feet tall along that line. With a 5-foot pool barrier rule, we settle the screen enclosure or fence plan before the layout is final.

Johns Lake

Johns Lake covers roughly 2,580 acres in the Lake Apopka watershed, and gated communities such as Johns Landing give residents private boat access. The same questions apply: where the high water line falls, whose setback governs, and how the yard drains toward the lake.

Oakland Neighborhoods and the Pools That Suit Them

  • Hull Island at Oakland: a planned development on the Lake Apopka side of west Oakland, on land that was a true island until it was filled. The 2017 rezoning dedicated about 30 acres of wetlands to the Town. Homes are newer, and a pool added later must respect the development’s rules and the wetland line.
  • Oakland Park: a New Urbanist community of about 258 acres launched in 2007, with a small number of lots fronting Lake Apopka. It connects to the West Orange Trail, so privacy planting and controlled lighting matter on trail-side lots.
  • Johns Landing: a gated community off Remington Road, including an Estates section of custom homes and a community boat ramp. Building began in 2000, so the earliest pools are now candidates for a full rip-and-replace rebuild.
  • Johns Cove: a gated community with homes built from about 2000 to 2018, some with Johns Lake views.
  • Historic Oakland: the older core around Oakland Avenue, where mature oaks make tree protection and equipment access the first planning questions.

The West Orange Trail, about 22 miles long, runs through the center of town, linking Oakland to Winter Garden and, by way of the South Lake Trail, to Clermont. Trail-side homes need screening and lighting planned in.

Design Ideas for Oakland Lots

  • A vanishing edge on the slope toward Lake Apopka or Johns Lake, with the retaining wall and catch basin engineered together. See our infinity edge pools.
  • A raised spa with perimeter overflow placed to catch the lake view from the main living space.
  • Geometric pools with large sun shelves on planned-development lots, where setbacks define a tight rectangle.
  • Freeform shapes that bend around protected oaks, with a grotto or water feature for sound.

What an Oakland Pool Costs

Each price comes from a site-specific design. Our published tiers set expectations:

  • Foundation: $120,000 to $175,000
  • Signature: $175,000 to $325,000, our most-built tier
  • Monument: $325,000 to $1,000,000+

Lakefront and gated-community projects around Oakland typically land in our Signature and Monument tiers. Local cost drivers are grade changes toward the lakes and the retaining walls that come with them, barrier and enclosure requirements on lakefront lots, tree protection, and demolition of an existing pool ($8,000 to $20,000). Our pricing page explains each tier.

How an Oakland Project Runs

1. Welcome call. We confirm whether the parcel is in the Town, Winter Garden or unincorporated Orange County, whether it fronts a lake or wetland, and whether an HOA reviews plans.

2. On-site design consultation. We walk the lot to read the slope, high water line and trees, and plan equipment access.

3. The Signature Experience. A paid design phase delivers your 3D design (here is why we charge a design fee). We coordinate engineering, submit for HOA and permit approval, and build under a dedicated project manager with real-time tracking, ending with a final walkthrough.

Oakland Pool Questions

Who issues pool permits in Oakland, Florida?

Inside town limits, the Town of Oakland, through Willdan Engineering, its contracted Building and Permit Department. Submittals are electronic and inspections are requested by email. Parcels with an Oakland mailing address outside the Town may permit through Winter Garden or Orange County instead. As a Florida Certified Pool Contractor (CPC1461548), we prepare the package and pull the permit.

How close to my property line can the pool be?

Under the Town’s code, the water’s edge must be at least 10 feet from the rear and side lot lines and cannot sit in a required front yard or an easement. Pool aprons and decks no more than 5 feet above grade can extend into side and rear setbacks but must stay 5 feet from the property line. Planned developments may add their own rules.

Do I need a permit to remove trees for my pool?

Usually, yes. The Town protects trees at least 6 inches in trunk diameter and 15 feet tall, other than palms and nuisance species, and removing one requires a Town permit. Specimen trees face stricter limits. We map trees on the survey before design so the layout avoids removals where possible.

Can you build the pool while our new home is going up?

Yes. We work with custom home builders and architects on new construction and coordinate plumbing, electrical, gas, finished grades and door alarms with the house schedule. That is the best time to set pool and deck elevations correctly on a sloping lake lot.
