A Kissimmee mailing address does not mean your home is inside Kissimmee city limits. Many gated and golf communities with Kissimmee addresses sit in unincorporated Osceola County, and the two use different permit offices. We pull your parcel record before design so the plans go to the right desk.

The City of Kissimmee’s Permitting Division, part of Development Services, reviews pool permits. Applications go through the city’s EnerGov online portal.

Unincorporated addresses

Pools outside city limits go through the Osceola County Building Office at 1 Courthouse Square in downtown Kissimmee. The county wants sealed pool engineering, a site plan showing the pool layout and setbacks, a notice of commencement and a notarized pool barrier affidavit. Plan review takes at least 3 days before comments come back.

Safety barrier

Both follow the Florida Building Code’s residential pool barrier rules. Where a wall of the house is part of the barrier, you choose exit alarms on doors and windows, self-closing and self-latching doors, or an in-water pool alarm. We plan the screen enclosure or fence around that choice so the final inspection passes the first time.
