Southern Pool Designs builds custom pools in St. Cloud and the surrounding parts of Osceola County, from lakefront lots on East Lake Tohopekaliga to acreage homes east of town and new custom houses still on the drawing board. Our Lake Nona and St. Cloud office handles design, permitting and construction in house. Most St. Cloud projects we take on fall in our Signature tier ($175,000 to $325,000), with larger lakefront and acreage builds reaching our Monument tier ($325,000 and up). Every project starts in our custom pool design studio, where you see the full design in 3D and know the cost before we break ground.

City of St. Cloud or Osceola County: Who Permits Your Pool

The first question on any St. Cloud project is which building department has jurisdiction, and the mailing address will not tell you. The City of St. Cloud runs its own Building Department for properties inside city limits. Everything outside those limits is permitted by Osceola County.

That matters here because a lot of the area people call St. Cloud is not in the city. Narcoossee, on the east shore of East Lake Toho, is an unincorporated community. Harmony, the master-planned community east of town, is unincorporated too. Lake and acreage parcels farther out often fall under the county as well. Each office has its own submittal process, review schedule and inspectors, and a master-planned community may add an architectural review on top.

We check the parcel’s jurisdiction and any association requirements during the first site visit, then prepare the permit package for the correct office. You should never have to find out halfway through design that the drawings went to the wrong counter.

Building on East Lake Tohopekaliga

East Lake Toho covers about 12,000 acres and is the second-largest lake in Osceola County. The city sits on its south shore, and Narcoossee and Runnymede line the east shore. That geography shapes design:

  • Orientation. Homes on the south shore look north across the water, so the view stays out of the sun, but the house itself can shade a north-side pool in winter. East shore homes look west over the lake, which puts sunset beyond the pool and afternoon glare on the deck. We set pool, spa and shade placement around which way your lot faces.
  • Wind across open water. A big lake means steady breezes. That affects how a vanishing edge performs, how water features spray, and where we put fire elements.
  • Groundwater and sandy soils. Lakefront lots often have water close to the surface. We plan excavation, dewatering and the pool shell for site conditions found during engineering, not for an average lot.
  • Setbacks from the water. Waterfront setbacks and drainage are confirmed with a current survey and the permitting office before the design is final, so the pool you approve is the pool that gets built.

Alligator Lake and Acreage East of Town

Alligator Lake, roughly 3,500 acres, sits southeast of the city, and the area around it includes larger lakefront and rural parcels. Bigger lots open up layouts that do not fit on a typical subdivision lot: a long pool set off the house with a separate spa, a lagoon pool with a beach entry, or a pool positioned for the best view of the water rather than squeezed against the lanai.

Acreage also brings its own planning work. Equipment may sit farther from the house, electrical and gas runs get longer, and heating choices depend on whether natural gas reaches the property. We size equipment and plan routes during design, so there are no surprises when the trenching starts.

New Custom Homes in and Around St. Cloud

A lot of St. Cloud work is new construction. The best results come when the pool is designed alongside the house, not after it. We work directly with custom home builders and architects so the pool, lanai, plumbing paths, electrical and drainage are coordinated from the start. That avoids cutting through a finished slab, relocating equipment pads, or settling for a pool shape dictated by where the downspouts ended up. Read more about how we collaborate with home builders.

Design Ideas for St. Cloud Homes

  • Lake-view vanishing edge: a clean edge facing the water, sized and detailed for the wind exposure on your shoreline.
  • Family lagoon pool: beach entry, sun shelf, a grotto or rock waterfall and a spa big enough for a crowd.
  • Modern lap and lounge pool: a long rectangle with a perimeter overflow spa and a tanning ledge for acreage lots with room to stretch out.
  • Evening setup: fire features, LED lighting and smart automation so you can heat the spa and set the lights from your phone.

What a Custom Pool in St. Cloud Costs

We publish our pricing in three tiers:

  • Foundation: $120,000 to $175,000
  • Signature: $175,000 to $325,000, our most-built tier
  • Monument: $325,000 to $1,000,000+

A family pool with a spa and sun shelf on a new home lot generally sits in Signature. Lakefront designs with vanishing edges, larger acreage layouts and pools designed with a full new home build commonly reach Monument. Replacing an older pool adds $8,000 to $20,000 for demolition; we only do full rip and replace rebuilds, not resurfacing or repairs. Tier details are on our pricing page.

Our Process for St. Cloud Projects

  • Welcome call. We talk through your lot, your timeline, whether the house is existing or under construction, and your budget band.
  • On-site design consultation. We walk the property, look at the water and sun angles, and confirm whether the City of St. Cloud or Osceola County will issue the permit.
  • The Signature Experience. A custom 3D design during a paid design phase, then engineering, any association review, permitting, construction under a dedicated project manager and a final walkthrough. On new homes, we coordinate the schedule with your builder.

St. Cloud Pool FAQs

Do I get my pool permit from the City of St. Cloud or Osceola County?

It depends on whether your parcel is inside city limits. The City of St. Cloud permits properties in the city, and Osceola County permits everything else, including unincorporated areas such as Narcoossee and Harmony that often carry a St. Cloud mailing address. We confirm jurisdiction for your parcel before design and submit to the right office.

Can you build a pool on a lakefront lot on East Lake Toho?

Yes. Lakefront lots need extra planning: a current survey for waterfront setbacks, attention to groundwater during excavation, drainage that works with the slope toward the lake, and design choices that account for wind across open water. We work through those items during engineering so the approved design is buildable as drawn.

Should I design the pool before or after my new home is built?

Before, or at least alongside the house plans. When the pool is designed with the home, plumbing, electrical, drainage and the lanai slab can be planned around it. We coordinate directly with custom home builders and architects, which saves rework and gives you more freedom in the pool’s shape and placement.

How much does a custom pool cost in St. Cloud?

Most of our St. Cloud projects land in the Signature tier, $175,000 to $325,000. Lakefront pools with vanishing edges and large acreage designs often reach the Monument tier, $325,000 and up. Our Foundation tier starts at $120,000. Replacing an existing pool adds $8,000 to $20,000 for demolition.
