What Sets a Heathrow Pool Project Apart

Heathrow was founded in 1985 by Jeno Paulucci on land that once grew celery for his Chun King food brand. Today it is a private, gated, master-planned community of roughly 2,200 homes spread across about 30 neighborhoods, next to the Heathrow International Business Center. Many homes carry a Lake Mary mailing address in the 32746 ZIP code, but Heathrow itself is an unincorporated census-designated place. That one detail shapes how your pool gets approved.

Seminole County issues the permit, not Lake Mary

Because Heathrow sits outside any city limits, pool permits go through the Seminole County Building Division rather than the City of Lake Mary. The mailing address does not decide this; the parcel does, so we confirm jurisdiction on the property record before design starts. A county submittal includes a site plan showing setbacks, grading and lot drainage, construction drawings signed and sealed where required, and a Residential Swimming Pool Safety Affirmation. On that form we commit to how the pool will be isolated from the house and neighbors, whether by screen enclosure, mesh barrier, fencing with self-latching gates, or alarms and self-closing doors where the home’s walls form part of the barrier. We then carry the job through each county inspection to final.

Master association and neighborhood rules

The Heathrow Master Association enforces the master covenants and maintains common areas, roads and lakes. Below it, each of the roughly 30 neighborhoods has its own architectural character and rules, and several have their own associations. The master association is also separate from Heathrow Country Club, so club membership does not affect your approvals. Before we finalize a layout, we identify which association reviews exterior changes on your street and build that submittal from the same drawings we use for the county. Ponds, wetlands and conservation edges

A large share of Heathrow lots back up to ponds, lakes or conservation land, and Seminole County treats each one differently. The county requires a pool to sit 30 feet from the ordinary high water line to the water’s edge, or 25 feet to a screen enclosure, and that rule includes wet retention ponds. Wetland edges carry a separate buffer, generally a 15-foot minimum and 25-foot average for structures inside the county’s urban service area. Any wetland permit must come from the Florida Department of Environmental Protection or the St. Johns River Water Management District before the county will issue a building permit. We plot all of these lines on your survey first, then design the pool, deck and enclosure to fit inside them.
