Winter Springs Pool Builder for Tuscawilla and Custom Homes

Building High-End Pools in Florida Since 1997

Who Permits Your Pool in Winter Springs

Inside city limits, the City of Winter Springs Building Division, part of Community Development at 1126 East State Road 434, issues pool permits and runs the inspections. A pool takes its own building permit, and plans are submitted electronically through the city’s ProjectDox system. Some homes with a Winter Springs mailing address sit in unincorporated Seminole County, where the Seminole County Building Division issues the permit instead. We confirm which one applies from the parcel record before design.

On unincorporated lots that back up to a lake, pond, or retention area, Seminole County measures setbacks from the ordinary high water line: 30 feet to the water’s edge of the pool and 25 feet to a screen enclosure. We put those lines on a current survey before the 3D layout is drawn.

The Pool Safety Barrier

Florida’s Residential Swimming Pool Safety Act requires at least one approved safety feature before final inspection, such as a barrier, a safety cover, or alarms on doors that open to the pool. The City of Winter Springs pool safety affidavit also cites a local ordinance calling for a 5-foot enclosure height, taller than the 4-foot barrier common elsewhere in Florida. We design the screen enclosure, fencing, gates, and door alarms to meet both from the first drawing, instead of fixing it at inspection.

Building on the Lake Jesup Side of Town

Winter Springs sits on the south shore of Lake Jesup, the largest lake in Seminole County at about 16,000 acres. Land in the city falls from roughly 76 feet above sea level in the southeast to just a few feet at the lakeshore, and the 100-year floodplain follows the creeks and lake shores. The city notes that water can stand when the groundwater table rises close to the surface in the rainy season, and it asks owners to check with its Building and Engineering staff before regrading or adding fill.

For a pool, that means site conditions drive the plan. On lower lots we plan for dewatering during excavation, engineer the shell for groundwater pressure, and design grading so storm water moves to swales and retention instead of sheeting across the deck or onto a neighbor’s lot. In the steamboat era, the Lake Jesup wharves here were as far south as boats could reach on the St. Johns. The water is still the defining feature of the north side of town.

Tuscawilla and Winter Springs Neighborhoods

Tuscawilla was the area’s original settlement name in the 1800s, and today it is home to Tuscawilla Country Club, an 18-hole course that opened in 1971, along with neighborhoods such as Oak Forest, The Highlands, Tuscawilla Trace, and Tusca Oaks. Closer to the center of the city, Winter Springs Town Center brought an old-town Florida feel when it opened in 2002.

Most Winter Springs neighborhoods have a homeowners association, and most require architectural review before a pool goes in. We prepare the renderings, site plan, and finish selections for that submittal and run it alongside the city permit.

Design Ideas for Winter Springs Homes

  • Golf course lots where seating faces the fairway and landscape screening gives privacy from cart traffic.
  • Screened pools built to the barrier rule with larger openings, clean framing, and lighting that keeps the yard feeling open.
  • Raised spas and sun shelves placed off the main living space for daily use. See our pool and spa design.
  • Outdoor kitchens and fire features that turn the pool deck into the main entertaining room.
  • Full rebuilds for older pools in established neighborhoods. Our rip and replace service removes the old shell and builds new under current code.

Winter Springs Pool FAQs

Who issues pool permits in Winter Springs?

Inside city limits, the City of Winter Springs Building Division issues the pool permit and runs inspections, with plans submitted through ProjectDox. Homes in unincorporated Seminole County with a Winter Springs mailing address are permitted by the Seminole County Building Division. We confirm jurisdiction from the parcel record and handle the submittal either way.

How tall does a pool barrier need to be in Winter Springs?

The city’s pool safety affidavit cites a local ordinance calling for a 5-foot enclosure height, which is taller than the 4-foot barrier common elsewhere in Florida. We design the screen enclosure, fencing, gates, and alarms to meet the city and state requirements from the start.

Can you build a pool on a lot near Lake Jesup or a pond?

Yes. Lower lots near the lake often have groundwater close to the surface, so we plan dewatering and engineer the shell for it. On unincorporated county lots, the pool must sit at least 30 feet from the ordinary high water line and a screen enclosure 25 feet. We confirm the line on a current survey before design.

How much does a custom pool cost in Winter Springs?

Our tiers start at $120,000, and most Winter Springs projects fall between $120,000 and $325,000 depending on size, features, and site conditions. Replacing an existing pool adds $8,000 to $20,000 for demolition. We give you a firm price after the design phase.
